Stand-Alone Activity 52-SU: Subprogramme/Expected Accomplishment Support
Approach
The purpose of the Stand Alone Activity is to detail the support activities that will be undertaken to monitor the projects within this programme framework, including the monitoring of the baselines and achievement of the performance indicators associated with this Expected Accomplishment.
The Stand Alone Activity will be coordinated by the Lead Division (DTIE) and in close cooperation with the UNEP Evaluation Office. Specific activities for monitoring and reporting are contained in the Milestones section below.

Baseline Study and data collection methods: Commission study to establish data sources, collection methods, and the specific analysis required to establish the baseline and measure performance for the PoW indicators for both the Programme Framework and for the projects within it. |

Progress reports: Use methods established above to develop reports, based on the EA and Output performance indicators and measures, demonstrating how project activities and implementation are progressing from the baseline assessment towards the achievement of the EA and its Outputs. |

Project implementation team meeting: Organise a meeting of the project implementation team, including Lead, Coordinating and Accountable Divisions, project managers and relevant RO staff at about the mid-term of the programme to review and assess progress and, where necessary to make recommendations for 2011. |

Project Evaluations Undertake independent evaluations of selected projects under this Programme Framework. Project-level evaluations will assess project performance and determine the outcomes / results stemming from the project / activity cluster. |

Programme Framework Evaluations: Undertake an evaluation of the Programme Framework towards the end of the biennium to determine and verify the role and performance of UNEP in achieving the Expected Accomplishment and, where necessary, make recommendations for the modification of programme elements continuing into the next biennium. Measurement of the Expected Accomplishment will focus on the indicators of achievement but evaluation of the programme will be more expansive and focus on the causal links between project activities and the Expected Accomplishment. Where possible, these evaluations will attempt to establish the amount of such change that is attributable to the intervention. |
